Fellow YouTuber Mark Reese is reporting American Express no longer counts tax payments towards welcome offer spend. This is backed up by his own experience with the Business Gold and chatting with an American Express rep. The rep referred to these transactions as ‘cash equivalents’

Need more data points but I don’t doubt it. At this point American Express should say they no longer want to offer into offers and be done with it…
