Capital One has tightened their welcome offer eligibility requirements:
Existing or previous cardmembers are not eligible for this product if they have received a new cardmember bonus for this product in the past 48 months.
This seems to apply to all personal cards with a welcome offer. I didn’t see the language on business cards yet. This 48 month rule replaces langue that was left up to lender interpretation ‘existing or previous cardholders may not be eligible’

Thoughts
Capital One approval rules seem to be hit or miss depending on who you talk to. Not a great change. At the same time I don’t feel it changes much given how difficult it can be to get approved in the first place.
